April 2, 2012



A budget meeting of the Board of Education of the Parishville-Hopkinton Central School District was called to order at 7:34 P.M. by President W. Remington in the conference room on the above date.




Present: B. Remington, W. Remington, H. Simmons, R. White, F. Wilhelm, S. Wilson-7:55 P.M., W. Witherell, T. Zellweger, and Mr. Saiff.

Absent: J. Young.


Others: B. Fairchild and M. Robinson.




Quorum of five established.



The Board continued to review aspects of the 2012-2013 preliminary budget in relation to increased fixed costs and the state aid as outlined in the state budget.

Mr. Saiff also stated that the Education Job Fund will not be available for the 2012-13 school year, presenting a funding “cliff” for New York State schools. The Board looked at new budget runs following the release of the approved State budget which showed a total increase in state aid of $230,768. After deducting $129,000 of Education Job Fund monies that the District will not be receiving, the District would still see an increase of approximately $101,000 in additional aid over the approved 2011-12 budget. The increase in funding includes our District’s portion of the two hundred million dollars legislators restored (of the original two hundred fifty million dollars withheld in the Governor’s proposal). Our District’s portion of the two hundred million dollars that was restored in the approved 2012-2013 state budget was approximately $40,000.


After comparing state aid and estimated tax revenues against projected expenses for the 2012-2013 school year, there was still a shortfall of approximately $109,000. The Board discussed possible cuts versus the use of appropriated fund balance and reserves in order to stay within the tax cap limit of 2.91% and decided to apply $109,000 in appropriated fund balance to close the proposed budget deficit.

Mr. Saiff discussed the BOCES Final Commitment Form. Motion made by T. Zellweger and seconded by R. White to approve the BOCES Final Commitment Form for the 2012-2013 school year in the amount of $1,911,047 plus “as used” Cosers, said amount to be reflected in the proposed school district budget developed for the 2012-2013 school year. 8 in favor, 0 opposed, Carried.

2012-2013 BUDGET

Motion made by F. Wilhelm and seconded by H. Simmons to adopt the following Budget Resolution, reflecting a 2.91% tax increase:


BE IT RESOLVED that the Board of Education of the Parishville-Hopkinton Central School District, Towns of Parishville, Hopkinton, Stockholm, and Potsdam, County of St. Lawrence, be and is hereby authorized to expend $10,065,212 and to levy the necessary tax therefore, pending voter approval. 8 in favor, 0 opposed, Carried.

Motion made by T. Zellweger and seconded by S. Wilson to go into Executive Session at 8:35 P.M. to discuss personnel and non-teacher negotiations. 8 in favor, 0 opposed, Carried.



B. Fairchild and M. Robinson left meeting at 8:35 P.M.
