Building Conditions Survey Capital Project Public Informational Meeting Mintues

The 2015 Building Conditions Survey Capital Project Public Informational Meeting of the qualified voters of the Parishville-Hopkinton Central School District was held in the School District in Parishville on the above date. The meeting was called to order at 7:00 P.M. Eastern Daylight Savings Time by James Young School District Clerk, who read the call of the meeting.


The School District Clerk appointed Timothy Zellweger as Permanent Chairperson of the meeting.


The Permanent Chairperson appointed Chloe Ann O’Neil as Chief Election Inspector and Frances Hazelton and Etta Phelix as Election Inspectors for the 2015 Building Conditions Survey Capital Project Vote.


The Permanent Chairperson appointed William Collins and/or Stefanie Latimer to serve as Acting Chairpersons during his absence on Tuesday, November 14, 2017, for voting on the proposition.


Dr. Collins reviewed a digital presentation of the 2015 Building Conditions Survey Capital Project with the residents in attendance. Dr. Collins noted this project began as a Building Conditions Survey in 2015. He said that from that survey, a long list of upgrades and renovations was developed. That list was then prioritized into what is the scope of the proposed capital project. Dr. Collins stated that 82.2 cents of every dollar expended on this project will be aidable. He added that $500,000 in the District’s Capital Reserve fund would be applied toward the total cost. The cost of the Project, he said, should not generate additional taxes for District residents.


Dr. Collins shared a slide of the list of items to be addressed in the Project including renovation of the Boys’ and Girls’ Locker Rooms, asbestos abatement, and replacement of the existing telephone system. Dr. Collins said there would be a tour of the facilities after the presentation so that residents could see first-hand the areas to be improved. He added that the Playground Committee had been fundraising for several years and was able to contribute $25,500 toward upgrades in the schoolyard.


A slide of the Project’s timeline was displayed, and Dr. Collins said if the vote is successful the next step would be the design aspect. Estimates are obtained for the cost of the Project’s design, and then the plan is submitted to the State Education Department for approval. Once the plan is approved, permits are issued and an agenda is then set. The work is put out to bid, and contracts are subsequently awarded. Construction begins thereafter. Dr. Collins said most, if not all, of the scope should be completed in 2020. There will then be a final cost report and a closeout.


Phil Squadrito of King and King Architects, Jason Schwartz from Bernie Donegan’s Office, Business Manager Michael Robinson, and Director of Maintenance, Operations, and Transportation Francis Barney were also in attendance to answer any questions. There was a question regarding absentee ballots responded to by Dr. Collins.


Permanent Chairperson Timothy Zellweger asked if anyone had any other questions regarding the proposed capital project or other items of concern. There were none. F. Barney said he would begin the tour.


T. Zellweger stated that voting on the 2015 Building Conditions Survey Capital Project would take place the following Tuesday, November 14, 2017, between the hours of 1:00 P.M. - 8:00 P.M.


Motion made by J. Young and seconded by J. McGill to adjourn the meeting until 1:00 P.M. on Tuesday, November 14, 2017, when the polls would be opened for voting until 8:00 P.M.


The meeting was adjourned at 7:10 P.M.
