A special budget meeting of the Board of Education of the Parishville-Hopkinton Central School District was called to order at 7:00 P.M. by President W. Remington in the High School Library on the above date.





Present: J. McGill, B. Remington, W. Remington, H. Simmons, D. Taylor, W. Witherell – 7:09 P.M., J. Young, T. Zellweger, and Mr. Walbridge.


Absent: R. White.


Others: M. Bloom, A. Guiney, T. Krise, S. Latimer, B. Reid, M. Robinson, and J. Yette.








Quorum of five established.



Initial 2017-2018 School Budget DEVELOPMENT WORK SESSION

Mr. Walbridge directed the Board’s attention to a base-budget hand-out indicating preliminary figures for the District’s proposed 2017-2018 school budget. Mr. Walbridge noted a 1.2% increase in revenue of $132,530 and a 6.4% increase in expenditures of $704,674. He noted that there were three primary factors that contributed to the significant increases – an increase of over $366,000 for BOCES expenditures pertaining to students with disabilities, the need to purchase school buses, and the rising cost of health insurance for employees. Mr. Walbridge stated the primary goal of this evening’s meeting was to determine how many school buses to buy, and how to purchase the bus or buses.




W. Witherell arrived at the meeting at 7:09 P.M.




Mr. Walbridge said that once the tax levy is known, the figure can be used to better approximate the budget. He added that after the State Budget is presented on April 1st, he and M. Robinson should have a better indication of how much state aid the District will receive.


M. Robinson discussed five budget scenarios, all differing dependent upon the purchase and/or finance of a school bus or buses. The second packet Mr. Robinson provided indicated tax cap information. He noted that the Consumer Price Index was 1.26%. After applying the State’s Tax Cap Formula, M. Robinson calculated the District’s allowable tax levy to be 1.1%, or $39,446, should the District decide not to purchase any new school buses.


Following deliberation and discussion, the Board ultimately decided to proceed with the budget scenario in which one school bus is purchased outright and a second is financed. This decision altered the District’s allowable tax levy to $113,530. After M. Robinson factored in the financing of one new school bus and applied the allowable tax levy of $113,530 to stay within the Tax Cap, the District will be left with a $361,614 shortfall.


Mr. Walbridge recommended that the next Budget meeting be held on March 13, 2017 in the High School Library. Board members decided to meet at 7:00 P.M.
