CALL TO ORDER

A special budget meeting of the Board of Education of the Parishville-Hopkinton Central School District was called to order at 7:33 P.M. by President W. Remington in the High School Library on the above date.

 

 

ROLL CALL

 

Present: W. Remington, H. Simmons, D. Taylor, W. Witherell-7:34 P.M., J. Young, T. Zellweger, and Mr. Saiff.

 

Absent: B. Remington, R. White, F. Wilhelm.

 

Others: B. Fairchild, S. Hartson, M. Robinson, and R. Stewart.

None.

 

 

QUORUM

Quorum of five established.

 

 

2014-2015 CO-OP FUEL BIDS

 

The Board received copies of the fuel bid results and bid award letters for ultra-low sulfur diesel, fuel oil, unleaded gasoline, and LP gas for the 2014-2015 school year. The best approach for the coming year, as the Board has elected in the past several years, is to go with fixed pricing wherever possible. In addition, Mr. Saiff noted that two of the fixed bid prices per gallon for next year were down slightly from the current year. MX Petroleum Corporation was notified that the District accepted their bids to purchase fuel oil at the fixed price of $3.1800 per gallon or $3.4800 per gallon (blended), and unleaded gasoline on the fluctuating market. Adirondack Energy Products, Inc. was notified that the District accepted their bid for ultra-low sulfur diesel at the fixed price of $3.3517 per gallon or $3.3897 per gallon (AGG.), and LP gas/Propane at the fixed price of $2.29 per gallon for the School Boiler and Main Building and $2.09 per gallon for the School Kitchen for the 2014-2015 school year, effective July 1, 2014, and continuing through June 30, 2015.

MODIFIED SOFTBALL COACH/

J. BARTHOLOMEW

Based upon the recommendations of the Athletic Director and the Superintendent, Motion made by T. Zellweger and seconded by D. Taylor to appoint Justin Bartholomew as the Girls’ Modified Softball Coach for the 2014 spring season. 6 in favor, 0 opposed, Carried.

 

 

No. 2014-146

REQUEST FOR SICK DAY DONATIONS/J. BURNS/E. WHITE

Mr. Saiff noted a request from Gwen Richards, the Non-Instructional Unit President, for the formation of a sick bank on behalf of a driver, John Burns. As John was hired in September, 2013, this particular leave of absence has exhausted John’s available sick days as of March 3, 2014. Based on the recommendation of the Superintendent, Motion made by J. Young and seconded by W. Witherell to approve the formation of a sick bank for John Burns, with donated days to be applied retroactively beginning March 3, 2014. 6 in favor, 0 opposed, Carried.

 

 

 

The Board also acted upon a request from Don Cannamela, President of the Parishville-Hopkinton Teachers’ Association, for the formation of a family sick bank on behalf of a teacher, Elizabeth White, to care for her son. Based on the recommendation of the Superintendent, Motion made by J. Young and seconded by W. Witherell to approve the formation of a family sick bank for Elizabeth White. 6 in favor, 0 opposed, Carried. For both individuals, donors will be permitted to offer up to 3 sick days.

BUS BOND RESOLUTION

Motion made by T. Zellweger and seconded by J. Young to adopt the attached Bus Bond Resolution authorizing the issuance of serial bonds and/or statutory installment bonds and bond anticipation notes and renewals thereof in anticipation thereof in an amount not to exceed the sum of $240,000.00 to finance the purchase of two (2) 60-passenger school buses for the District pending voter approval on May 20, 2014. 6 in favor, 0 opposed, Carried. (It was also noted that the purchase/financing of said buses for the 2014-2015 school year would appear as a separate proposition on the ballot.)

LEGAL NOTICE

Motion made by J. Young and seconded by W. Witherell to approve the attached Legal Notice of Annual Meeting and Election and to publish said Notice on April 1, April 15, April 29, and May 12, 2014, as required. 6 in favor, 0 opposed, Carried.

 

 

2014-15 PRELIMINARY BUDGET WORK

 

The Board began their review of the 2014-2015 preliminary budget in relation to increased fixed costs and the Governor’s 2014-15 School Aid Proposal for the District and a comparison between the current budget and the anticipated proposed 2014-15 budget based on the Governor’s proposal, including dollar and percent changes within each aid category. The Board also received information regarding elements of the tax levy limit. Business Manager M. Robinson and Mr. Saiff also reviewed the 2014-2015 Budget breakdown by component, as well as preliminary calculations of proposed increases/decreases to each line of the school budget.

EXECUTIVE SESSION

Motion made by T. Zellweger and seconded by J. Young to go into Executive Session at 8:20 P.M. to discuss personnel matters. 6 in favor, 0 opposed, Carried.

 

 

 

B. Fairchild, M. Robinson and R. Stewart left the meeting at 8:20 P.M.

 

 

 

At 8:50 P.M. the Board President announced that the meeting would reconvene.
