CALL TO ORDER

A budget meeting of the Board of Education of the Parishville-Hopkinton Central School District was called to order at 7:32 P.M. by Vice President T. Zellweger in the high school library on the above date.

ROLL CALL

Present: C. Jacot, B. Remington, H. Simmons, S. Wilson, W. Witherell, J. Young, T. Zellweger, and Mr. Saiff.

Absent: W. Remington, F. Wilhelm.

Others: None.

QUORUM

Quorum of five established.

No. 2011-148

CO-OP FUEL BIDS

The Co-Op Fuel Bids for fuel oil, ultra low sulfur diesel, unleaded gasoline, and LP gas for the 2011-2012 school year were reviewed. Motion made by J. Young and seconded by B. Remington to accept Plan B (fixed price) at $3.4882 per gallon ($3.8992 per gallon blended) for the purchase of fuel oil from Adirondack Energy Products, Inc., Plan B (fixed price) at $3.6082 per gallon ($3.5492 per gallon Aggregate Mix) for the purchase of ultra-low sulfur diesel fuel from Adirondack Energy Products, Inc., Plan C (fluctuating price) as the only option offered for the purchase of unleaded gasoline from MX Petroleum, and Plan B (fixed price) at $1.9900 per gallon for the purchase of LP Gas from Ferrell Gas during the 2011-2012 school year. 7 in favor, 0 opposed, Carried.

PRELIMINARY BUDGET WORK

The Board continued to review aspects of the 2011-2012 preliminary budget in relation to increased fixed costs and the Governor’s proposed reduction of state aid. Currently we are working with the number that the Governor gave us. Mr. Saiff noted that he does not feel that any money will be added in and, if anything, additional reductions in state aid could still be realized by the district.

The Board again reviewed major increases and decreases projected for the 2011-2012 school year. Other items reviewed were possible position and program cuts, the effects of a 3.9%, 4.9% and 5.9% tax levy increase on a $50,000 and $100,000 home with STAR exemption, a ten year history of tax levy and Appropriated Fund Balance, and contingency budget projections.

Mr. Saiff stated that ARRA Federal funding will not be available for the 2011-2012 school year, which amounts to an additional decrease in funding of $154,860. Also discussed was the Education Jobs Fund Grant money available to be used in 2011-2012 in the amount of $129,617.

BUS BOND RESOLUTION

Motion made by J. Young and seconded by H. Simmons to adopt the attached Bus Bond Resolution authorizing the issuance of serial bonds and/or statutory installment bonds and bond anticipation notes and renewals thereof in anticipation thereof in an amount not to exceed the sum of $225,000.00 to finance the purchase of two (2) 60-passenger school buses for the District pending voter approval on May 17, 2011. 7 in favor, 0 opposed, Carried. (It was also noted that the purchase/financing of said buses for the 2011-2012 school year would appear as a separate proposition on the ballot.)

LEGAL NOTICE

Motion made by J. Young and seconded by W. Witherell to approve the attached Legal Notice of Annual Meeting and Election and to publish said Notice on March 29, April 12, April 26, and May 10, 2011, as required. 7 in favor, 0 opposed, Carried.
