March 25, 2013 Board of Education Special Budget Meeting Minutes


March 25, 2013



A special budget meeting of the Board of Education of the Parishville-Hopkinton Central School District was called to order at 7:31 P.M. by President W. Remington in the conference room on the above date.



Present: W. Remington, H. Simmons-7:33 P.M., D. Taylor, R. White, F. Wilhelm, W. Witherell, J. Young, T. Zellweger, and Mr. Saiff.


Absent: B. Remington.


Others: M. Robinson.




Quorum of five established.


No. 2013-189




Mr. Saiff informed the Board that Cynthia Delisle had notified him of her decision to decline the position of Executive Confidential Secretary after further consideration. Based upon the recommendation of the Superintendent, Motion made by T. Zellweger and seconded by J. Young to accept Cynthia Delisle’s letter of resignation as Executive Confidential Secretary. 8 in favor, 0 opposed, Carried.


The Board of Education reviewed final budget figures showing a spending plan of $10,193,219 with a corresponding estimated tax levy of 2.78% based on the Governor’s proposal. The District is still waiting on final budget numbers and Mr. Saiff recommended that any aid restoration be applied to lower the appropriated fund balance amount.


Mr. Saiff stated that he and M. Robinson had estimated the additional tax liability based on a $50,000 home and a $100,000 home. Based on a $50,000 home, district residents could expect to see an increase of approximately $7.17 in their school taxes after applying a basic STAR exemption. The estimated increase in school taxes would be $25.09 based on a $100,000 home after applying the basic STAR exemption.

Mr. Saiff and M. Robinson reviewed the BOCES Final Commitment Form with the Board. Motion made by F. Wilhelm and seconded by R. White to approve the BOCES Final Commitment Form for the 2013-2014 school year in the amount of $1,739,853 plus “as used” Cosers, said amount to be reflected in the proposed school district budget developed for the 2013-2014 school year. 8 in favor, 0 opposed, Carried.

2013-2014 BUDGET

Motion made by T. Zellweger and seconded by J. Young to adopt the following Budget Resolution, reflecting a 2.78% average tax levy increase:


BE IT RESOLVED that the Board of Education of the Parishville-Hopkinton Central School District, Towns of Parishville, Hopkinton, Stockholm, and Potsdam, County of St. Lawrence, be and is hereby authorized to expend $10,193,219 and to levy the necessary tax therefore, pending voter approval. 8 in favor, 0 opposed, Carried.



The Board received correspondence from Hermon-DeKalb Central School nominating a candidate for the St. Lawrence-Lewis County BOCES Board and a list of upcoming events of interest.
